Svir Shipyard - History of the Company
Construction of the Svir Shipyard began in 1940 when, according to the Decision of the Soviet of People's Commissars of the USSR #1750, the People's Commissariat of the River Fleet decided to construct a shipyard for wooden vessels on the river of Svir instead of the Rovenskaya shipyard flooded as a result of construction of the Upper Svir hydroelectric power station. The Svir Shipyard was created on the basis of the Decision of the State Committee of Defense dated April 13, 1945 and of the order of the National Commissariat of the River Fleet dated April 23, 1945 #99 at the village of Nikolsky of Podporozhye district of Leningrad region. Construction of the Svir Shipyard was assigned to the Syas Shipyard of the North-West River Shipping Company with simultaneous transfer of the Syas Shipyard to Svir river (order of the National Commissariat of the River Fleet of the USSR #270 dated September 13, 1945). By the order #82 dated 26.07.1945 of the director of the Syas Shipyard Kuznetsov a group of persons was directed to the Svir site. The Ministry of River Fleet adopted the new planned target on March 20, 1945. Specialization and capacity of the shipyard were determined for construction of 40 wooden lake-type barges with loading capacity of 1000 t, with increasing the annual manufacture up to 8000 t after realization of the second stage construction. According to the Order of the Ministry of River Fleet of the USSR #191 dated June 18, 1946 and to the Order of the Department of the North-West River Shipping Company #138 dated June 27, 1946, the Svir (Syas) shipyard passed from the responsibility of the North-West River Shipping Company of the People's Commissariat of the River Fleet into that of the North-West Shipbuilding Trust of the Central Department of Wooden Shipbuilding of the Ministry of River Fleet of the USSR. By the decision #131169-р dated 03.10.1953 of the Council of Ministers of the USSR it was permitted to construct a shop of ferro-concrete shipbuilding in the structure of the Svir Shipyard instead of the abolished Leningrad Shipyard of the Ministry of Sea and River Fleet, on the basis of the project assignment approved by the Ministry on 31.12.1953. The Leningrad State Project Institute of River Transport elaborated the building design first and then the technical project for organization of ferro-concrete shipbuilding at the shipyard (in parallel to wooden shipbuilding) which was approved by the Ministry on 02.06.1955. According to the new Decision of Council of Ministers of the USSR dated 28.10.1955 and the order of the Ministry of River Fleet dated November 24, 1955 the Svir Shipyard was to be reconstructed and completely re-oriented at construction of ferro-concrete berthing vessels with termination of wooden barges construction, the need in which having sharply reduced. Under the decree of the Presidium of the Supreme Soviet of the USSR dated May 31, 1956 "On abolition of the All-Union Ministry of River Fleet", the Svir Shipyard was downgraded from the national to the local level of importance. In 1958-1964 the hull workshop, the launch-way foundation and the launching arrangement were constructed. Further construction of the shipyard was carried out under separate projects and estimates developed by the Leningrad State Project Institute of River Transport. Later Soyuzproektverf became the projecting organization. According to the order of the Leningrad Council of National Economy dated May 6, 1959 the Svir Shipyard passed from the responsibility of the Central Board of shipyards of wooden shipbuilding of the Ministry of River Fleet of Russia to that of the Department of Shipbuilding Industry of the Leningrad Council of National Economy. The Department of Shipbuilding Industry of the Council of National Economy of the Leningrad economic region existed until March 25, 1965. In connection with its abilition, the Svir Shipyard changed its jurisdiction and was submitted to the 8th Central Board of the Ministry of Shipbuilding Industry of the USSR. Since 1997 the company has reported to the Ministry of Economy and Finance of the Russian Federation. Now it is in the field of resposibility of the Federal Agency of Industry. In August of 1991 the Charter of the lease enterprise Svir Shipbuilding Yard was adopted. On 28.09.1992 the lease enterprise Svir Shipbuilding Yard was re-registered as the state enterprise Svir Shipbuilding Yard. By the order of the Leningrad Regional Committee for Management of the State Property #264 dated 04.08.93 the state-type enterprise Svir Shipbuilding Yard was transformed into the Svir Shipyard Joint-Stock Company of Open Type (Decree of the President of the Russian Federation #271 dated 01.07.92 and the decision of the labour collective). The Svir Shipyard J.S.C.O.T was transformed into the Svir Shipyard Open Joint-Stock Company (OJSC) by the Decision of the Head of the Administration of Podporozhye district of Leningrad region and the order #577 dated 01.08.1996.
